October 11, 2011 – CCube Solutions announces that the Metropolitan Police’s Telecommunication Intelligence Management System (TIMS) has won Document Manager magazine’s public sector project of the year 2011. 

Developed by CCube Solutions, TIMS is a centralised IT solution to manage all communications data requests by police officers from communications service providers (CSPs) who provide a range of intelligence such as subscriber details, call records, location information and so on which is used extensively in a broad range of criminal investigations [see Operation Gulpin example below].

The award was given as CCube Solutions has completed a project to significantly enhance the TIMS by deploying a new module to manage immediate requests for information from the communications industry in fast moving situations where an immediate threat to some-one’s life is present, typically in kidnap or missing person situations [see press release for more information http://www.ccubesolutions.com/ccube-solutions-adds-new-module-to-the-metropolitan-polices-tims-solution/]

The new module now processes Urgent Verbal Authority (UVA) requests by the police for real-time information from CSPs used to confirm the whereabouts of a victim or perpetrator based on their mobile phone signal. It directly supports police operational activities by adding a proactive element to TIMS, whereas previously the system was only used for controlled, slower paced enquiries.

Steve Carter, Detective Inspector, Metropolitan Police’s Telecommunications Intelligence Unit (TIU), explains, “An award is a real testament to how TIMS has really become a superb investigative tool for police officers to respond to incidents. Once you introduce a system and people see it working well, it gets used more and more, especially as it’s intuitive and easy-to-use. TIMS is well ahead of comparable solutions other forces use which is a credit to CCube Solutions.”

The first system of its kind in the UK, TIMS was developed 7 years ago to standardise and centralise the whole communication request management and approval process for the Metropolitan Police, moving away from an unsustainable paper-based system given the growth in paperwork, increase in requests and complexity of the process of authorisation. 

Vijay Magon, CCube Solutions’ managing director, says, “TIMS is constantly evolving and keeping at the forefront of changes as technology moves on, although the process map has remained the same. The DM Awards win marks the success of a strong partnership we have evolved with The Metropolitan Police.”
