No its not official orkut feature but from a coder
Vikas Patial. This dude wrote a php script which just accept the orkut user id - one which is in address/navigation bar when you open any scrapbook. (Highlighted in following rectangle)
After getting this id (which is called uid) just put it in place <uid> in following URL.
