Mobixell and HP demo policy-driven mobile data optimization at Mobile World Congress 2012 in Barcelona

•         91% of Western European mobile phone users surveyed* said they would browse and use more Internet services, watch more streamed videos, play more games, or download more files if their network performance was 10 times faster than it is today
•         Policy-based video optimization makes it possible for mobile operators to let their subscribers choose among multiple quality and price options for video streaming
•         New solutions announced for mobile operators designed around the Mobixell Seamless Access Mobile Internet Gateway and HP Subscriber, Network and Application Policy (SNAP) solutions

San Jose, California – February 22nd, 2012 – Mobixell Networks, a leading global provider of intelligent mobile Internet solutions, today announced plans to demo Policy-driven Mobile Data Optimization solutions and Value-based Charging solutions at Mobile World Congress in Barcelona from February 27th through March 1st. These new solutions are designed around the Mobixell Seamless Access Mobile Internet Gateway (MIG) and the Policy and Charging Rules Function (PCRF) of the HP Subscriber, Network and Application Policy (SNAP) solutions.

Policy-driven Mobile Data Optimization
Mobile data traffic volumes are expanding exponentially. This trend will be accelerated further as Mobile Network Operators (MNOs) migrate to 4G LTE networks which will inevitably attract even more data traffic as performance expectations rise. In fact, 91% of Western European mobile phone users surveyed* said they would browse and use more Internet services, watch more streamed videos, play more games, or download more files if their network performance was 10 times faster than it is today. Unfortunately, the cost optimization to keep up with demand has been linked to the rate of expansion. One way to break the link between volume growth and optimization costs is to customize when optimization is applied according to customer behavior.

Together with the PCRF of the HP SNAP solutions, techniques used to optimize data streams are applied or not applied by Mobixell Seamless Access according to pre-defined rules such as whether the subscriber is pre or post-paid, roaming or in the home network, etc. This approach can dramatically save on optimization resources which are often employed under circumstances when they are not actually needed.

“Mobixell and HP have been cooperating for years. Working together on policy-driven video optimization solutions with the Actionable Customer Intelligence group marks a new direction in our relationship,” added Noam Green, Mobixell VP Marketing. “As the costs of providing mobile data services increase, it is becoming more and more critical for operators to find creative ways to charge for those services and to more efficiently use optimization resources.”

“To exploit the video opportunity in LTE, operators must use policy and charging solutions intelligently,” said Miguel Carrero, director, Communications and Media Solutions, HP Enterprise Services. “Mobixell and HP are combining video optimization techniques and policy rules to rationalize bandwidth use, optimize revenues and personalize the user experience.”
