DLM Forum Releases MoReq2010® Core Services Specification

n European Collaboration Produces Practical International Specification to help all managers in the Public and Private Sector to meet their Information Compliance and Records Management Requirements

8th June 2011, London. The DLM Forum, a European Commission sponsored community of interested parties in archive, records, document and information lifecycle management throughout Europe, announced today the publication of the Core Services and Plug-in Modules for the Modular Requirements for Record Systems (MoReq2010®) specification for electronic records management systems (ERMS). This follows two successful public consultations that attracted over five hundred comments and contributions from individuals, European Commission Experts’ Review Group, suppliers and industry associations.

Every government and commercial organisation is challenged with the task of controlling not only its formal records and archives but also the use of email, tweets, FaceBook, paper and electronic documents, intranets, websites, mobile and cloud information, if they are to meet their compliance requirements. MoReq2010 is a modular approach that helps them value, create, use, store, reuse and destroy information appropriately, to ensure that lack of information governance does not result in corporate liability. The DLM Forum expects that most European countries will adopt MoReq2010 as a harmonised approach to Information Management, with the support of all the leading vendors.

“Comments from leading experts in the field of Records Management who have had early sight of the draft are very encouraging. They see the resulting MoReq2010 requirements for Core Services and Plug-in Modules meeting a much needed generic International Records Management requirement addressing both public and private sector needs at both corporate and sector/application levels”, commented Martin Waldron, recent Chair of the MoReq Governance Board and co-creator of the first version of MoReq in 2001.

Jon Garde, the author of MoReq2010, said “The MoReq2010 project team has reviewed and taken account of the considerable amount of input received from academic, government and commercial sources. The modular approach has refined the requirements and its underlying information model. An innovative service-based architecture provides the platform for the core requirements, which include Interoperability and federation capabilities. These enable organisations to connect archives together, to “future-proof” their investment as technology develops. Therefore MoReq2010 can form the basis of successful purchasing and implementations.”

Jef Schram, of the European Commission commented "The MoReq2010 Project has proven to be an exciting project for the DLM Forum. The European Commission has encouraged and supported the DLM Forum throughout the project; and congratulates the MoReq2010 project team with the publication of the MoReq2010 Core Module this month. The project has greatly profited from the active participation of members and the wide range of comments made during the public consultation phases. MoReq2010 addresses the need for a wider adoption of credible records management approaches in both the public and private sectors." 

A major enhancement, in response to feedback, is the addition of explanatory text for each chapter, explaining the key concepts upon which each of the core services is based. This adds real value to the document, and will assist every business user, IT manager and information practitioner to understand the modules. It will assist developers to design and implement technically-compliant solutions; and explains the features, advantages and benefits over current fragmented approaches.

Support for MoReq2010
Tracy Caughell, Director, Product Management at OpenText Corporation stated, "As members of the DLM Forum, OpenText welcomes the release of the MoReq2010 specification, which reflects the hard work carried out to develop a new approach to records management and archiving."

Gavin Siggers, Director of ARMA European Region, added, “ARMA and its members, particularly from the European Region, have followed the development of MoReq2010. We believe the Specification takes a fresh and stimulating approach (in content and structure) to address many challenges facing the records management users and suppliers’. I expect that MoReq2010 will be far reaching in its industry audience and its impact.”

Karl Mayrhofer, Managing Director, Fabasoft said, "As members of the DLM Forum, the new MoReq2010 Specification is welcomed by Fabasoft, which reflects the hard work dedicated to developing a significant step forward for records management and archiving in Europe. Worldwide we were the first software vendor to hold MoReq2 certification for our product Fabasoft Folio and we are now looking forward to achieving MoReq2010 certification as soon as possible."

MoReq2010 will become widespread in 2011/2012
During the MoReq2010 Project, particular focus has been placed on embracing and extending key international standards. By the end of 2011, users and vendors will see the launch of extension modules and commencement of the first systems for testing for the core services. There will also be further announcements including:
•Extension modules for MoReq2010

•Publication of the Testing Group’s Test Centre Accreditation and Certification processes

•MoReq2010 Training Programmes which are to be scheduled through National Archives and training organisations across Europe
