He will be leading the Middle East, Africa and Asia Pacific operations and business development, with a focus on company-wide global Offset & Countertrade activities (Industrial Participation) while based at Cellcrypt FZE’s headquarters in Dubai, United Arab Emirates.
Cellcrypt encrypts voice calls on smartphones such as BlackBerry® and Nokia, providing government-grade security in an easy-to-use downloadable application that makes secure calling as simple as making a normal call on the same device.
Mr. Cochran’s appointment follows a strategic planning review by Cellcrypt’s Board and executive management team in which it decided to significantly strengthen its expansion of market presence in the Middle East, Africa and Asia Pacific regions to meet increasing global demand for Cellcrypt’s encrypted cell phone voice calling solutions, including Cellcrypt’s Encrypted Content Delivery Network™ (ECDN), a global network of resilient and secure servers for routing secure calls and increasing performance of real-time data delivery beyond that which is normally available using only the Internet.

Matthew arrives from Abu Dhabi, where he held the position of Director of Business Development & Commercialization at Al Taif Technical Services, A Mubadala Company. With offices based in the UAE he built a business development team to execute on new business opportunities worldwide from 2006 to 2011.
Matthew is also the Founder & Chairman of the Defense Services Marketing Council, a collaborative organization of business development, public relations and marketing executives who represent defense & aerospace related companies and service providers seeking to do business in the Middle East region through "incubation" of innovative marketing alliances and partnerships.
Matthew’s first foray into the Middle East, Africa and Asia markets came with his prior appointment as Director of International Business Development with DynCorp International and later Computer Sciences Corporation (CSC) a global government services provider in support of international security objectives, delivering technical support solutions for defense and government level development programs from 1999 to 2006.
