Full-time substitute teachers play an increasingly important role in area schools, ensuring that classrooms are staffed and students are learning. Under state law, however, those serving as substitute teachers are not provided a mentor as certified teachers in West Virginia are, leaving them to largely navigate their classrooms and educational issues alone. That problem was the basis for a grant request drawn up by members of the Regional Education Service Agency VIII for more than $100,000 with which a pilot “cyber mentoring” program could be established and used in the eight counties of the Eastern Panhandle included in the local agency.
