Skype has officially admitted in their Heartbeat blog that the program's peer-to-peer network core is having issues, consequently causing some users to be unable log into service. While nothing specific is mentioned, it appears to be a serious issue - Skype developers hope to fix it in 12 to 24 hours, which is rather long time for a global service. You can simply leave your Skype client running and as soon as the issue is resolved, you will be logged in.
